In an exclusive
conversation with "Nipna," Mohsen Haghighi Moghadam, Director of the
Oil Industry Management Development Center, discussed the center's approaches,
initiatives, and goals.
He stated: The Oil
Industry Management Development Center is equipped with a contemporary and
flexible system aligned with the requirements and needs of the oil industry.
Leveraging the latest and most appropriate approaches and scientific findings,
the center delves into the development of management and leadership concepts.
It nurtures a new generation of world-class managers by identifying and
fostering potential talents in the oil industry, catering to the competencies
and capabilities essential for sensitive managerial roles.
Continuing the
conversation, he added: The mission of the center involves identifying and
nurturing young and talented individuals within the oil industry, aligning with
the required competencies. This is based on valuable experiences of current
managers and the latest findings from reputable scientific institutions.
Haghighi Moghadam emphasized:
The Iranian petrochemical industry, as the most strategic and vital sector of
the country's oil industry, serves as the backbone for its development and
progress.
He stated that the
value-added petrochemical industry plays a crucial role in creating the desired
value and employment within the oil industry's governance system. Competent and
skilled managers can play a significant and influential role in the development
of Iran's petrochemical industry.
Elaborating further, he
said: The Oil Industry Management Development Center has initiated effective
activities to enhance the scientific and technical levels of managers within
the oil industry, especially the petrochemical sector. In general, it can be
said that the center's mission is entrusted with securing, ensuring, and
harmonizing the future of management within this industry.

underlined the important role of managers in the country's development: The Oil
Industry Management Development Center, as a strategic hub, pursues three
principal processes for implementation within the oil industry. These processes
encompass the assessment and evaluation of managers and the identification of
managerial talents, the development and excellence of these talents and oil
industry managers, and the monitoring of their performance, all aimed at
achieving maximum productivity across all sectors of the oil industry.
He further explained: The
Iranian petrochemical industry, undoubtedly, can achieve the planned
development through utilizing global knowledge and technology, combined with
the nation's internal capabilities. This can be realized by the guidance of
successful managers.
Establishment of
Assessment and Monitoring Centers for Managers in the 4 Major Companies of the
Ministry of Oil

continued: With the aim of incorporating competent and specialized managers
within the oil industry, assessment and monitoring centers will be established
in the 4 major companies. In this regard, policy-making will be carried out by
the Oil Industry Management Development Center, and the execution will be
undertaken by the companies at both basic and operational levels. This will
ensure that we have capable managers in the oil industry.
He added: The Oil
Industry Management Development Center has identified 40 positions within the
management of the National Petrochemical Industries Company. These positions
have been designated as strategic managers.
Formation of the Oil
Industry Experts Club
Referring to the reform
and restructuring of the Oil Industry Management Development Center's
structure, Haghighi Moghadam said: The goal is to institutionalize a
comprehensive approach to management development, nourishing the deputy of
coordination and supervision's perspective within the new structure. This will
involve international collaborations, the formulation and communication of
guidelines for the Oil Industry Managers' House, with the aim of managing
knowledge and experience on both a national and supranational level, along with
sustaining the aspiration for personal development among managers after their
appointment and during their responsibilities. This also encompasses
identifying and solving fundamental challenges, as well as establishing and
promoting the Oil Industry Experts Club to strengthen the technical and
knowledge aspects in evaluations, appointments, development programs, and
performance monitoring for managers, ultimately harmonizing these processes.
Haghighi Moghadam stated:
With the approval and communication of the Oil Industry Experts Club
guidelines, more than 1400 experts from various sectors of the industry have
expressed their readiness to participate in the development and excellence of
management within 21 managerial groups. After an initial evaluation of their
background and documentation, 15 individuals will be selected from each
managerial group, totaling 315 individuals, who will then be admitted as
members of the Oil Industry Experts Club upon the confirmation of the high
technical-specialized councils.
He continued: The final
15-member groups will be composed of three segments: active industry experts,
retired industry experts, and five external members from outside the industry.
He added that these
experts will act as the expertise arm of the Strategic Development Center of
the Oil Industry Management. They will play a role in the improvement of
management development processes, including appointments, manager development,
performance monitoring, and the management of knowledge and experience within
the Oil Managers' House. He further stated that these experts are part of the
endeavor to revolutionize the management processes, and with the new and
specialized management body, the oil industry will be transformed.
Furthermore, the Oil
Managers' House will operate under the supervision of the High
Technical-Specialized Councils, similar to the Board of Experts, and will be
divided into 21 professional groups. The composition of the members of the Oil
Managers' House is based on an electoral process.
He added: The
establishment of High Technical-Specialized Councils is similar to the Experts
Club and the Managers' House, with 21 professional groups. This has been
approved by the Policy-Making Council and consists of high-ranking officials
from the Ministry of Oil, representatives of the four main companies within
their scope of missions, a representative of the center, and one external
national expert outside the oil industry.
Regarding the involvement
of women in this process, Haghighi Moghadam stated: In the 21 professional
groups previously mentioned, we are seeking to identify the capabilities of
women. Women in the oil industry can participate in management development
projects and expert identification initiatives.
